Multi-Tiered Systems of Support
At Windham Central Supervisory Union (WCSU) we use the Multi-Tiered System of Supports (MTSS). It is founded on the concept that all students will receive universal instruction. Based on assessment data, some students will receive additional layered supports as needed. Layered supports are flexible, provided by a variety of educators, and are planned based on identified student needs. The educators involved are the child’s classroom teacher, the school’s Academic Support Teachers (AST), paraeducators, Special Educators and administrators.

It utilizes layered, evidence-based instruction and assessment, effectively utilizes data, and actively engages educators, students, and families in the support process.

This “VT MTSS Field Guide 2019” provides guidelines from the Vermont Agency of Education for implementing a Multi-tiered System of Supports (VT MTSS) to ensure the success of all students, particularly those who have historically faced marginalization or underperformance.
